Selection trials

ITANAGAR, Jul 25: Arunachal Taekwondo Association will conduct selection trials at SAI SAG Centre, Naharlagun on August four to pick team for the 6th Under 14 Sub-Junior Boys and Girls National Taekwondo (Poomsae) Championship and 31st National Sub-Junior Boys and Girls Taekwondo (Kyorugi) Championship to be held at Pune, Maharashtra from August 30- September to 1.

Total of 20 players, including 10 boys and 10 girl will be selected for the championships.

Interested players and officials are advised to report to the General Secretary, Arunachal Taekwondo Association at Rajiv Gandhi Stadium, Naharlagun on August 3.

 

AAPSU-ATSU play friendly to promote sports, communal harmony

DAPORIJO, Jul 25: All Tagin Students ’ Union (ATSU) defeated All Arunachal Pradesh Students’ Union (AAPSU) 5-3 in a friendly football match played at Rijo Ground here today.  

The match was played to promote sports among youths of the district and maintain communal harmony in the state as a part of the ongoing ATSU conference at Daporijo.

AAPSU President Kamta Lapung urged youths/students to maintain peace and communal harmony among them. People of Arunachal Pradesh should love each other and develop good relationship to make Arunachal an ideal state.

Emphasizing the importance of games and sports, AAPSU General Secretary Biru Nasi said that sports foster unity and brotherhood and also teaches discipline and help develop leadership quality.

 

Medical camp by AVP, Anjaw

ITANAGAR, Jul 25: Arunachal Vikas Parishad (AVP) organized a free medical camp at Tafraliang under Hayuliang circle of Anjaw district today as part of ‘ASIMTA’.

In total, 100 patients were treated by the medical team led by Dr. DK Pathak and medicines were provided accordingly.

Today’s medical camp at Govt. Middle School, Tafraliang was the first of the series of five medical camps to be organized in the district during the last week of this month.

The inaugural camp was attended by the AVP members, including Solel Longling, CDPO, Hayuliang cum President AVP Anjaw Unit, Sodyong Kri, General Secretary, Lohit Karate-Do Association, teaching staff of Govt. Middle School, Tafraliang, PRI members and villagers of Tafraliang.

 

ARASY meets Lower Subansiri DC and SP

ITANAGAR, Jul 25: The All Raga Area Students’ Union (ARASU) yesterday met Lower Subansiri DC and SP to discuss about the fear psychosis that is prevailing in the valley after the June 15 incident at Ziro which resulted in the death of Kapu Tajam.

The association appealed them for the early arrest of the miscreants involved in the incident.

 

Independence Day football tournament kicks off at Deomali

Deomali, Jul 25: The Independence Day football tournament kick-started yesterday at Deomali. The tournament was inaugurated by Conservator of Forest SJ Jongsam. In his inaugural address, Jongsam asked the players to maintain sportsman spirit both on and off the field. He also underscored the importance of games and sports adding that many sportsmen have made sports as their career.

Jongsam appreciated Parliamentary Secretary for Sports and Youth Affairs Wangki Lowang, for sponsoring the tournament.

The inaugural match was played between Namsang village and NCI, Deomali.

The organizers Rangkap Arang and Mongde Hondik have appealed the participants to maintain peace and harmony throughout the tournament.

AAPLU demands labour colonies in Capital Complex

ITANAGAR, Jul 25: The All Arunachal Pradesh Labour Union (AAPLU) has demanded for labour colonies within Capital complex.

In a memorandum submitted to local MLA Techi Kaso it asked for construction of labour colonies at Nirjuli, Naharlagun, Bank Tinali, Ganga, Chandranagar and Gohpur for accommodating labourers.

Its other demands are labour stands, establishment of their office building at Naharlagun and labour barracks and building at various locations of Capital Complex.

 

Vehicle checking drive to continue

ITANAGAR, May 25: The city police has conducted a two days mobile vehicle checking drive in the capital complex on  July 23 and 24 and   realised an amount of Rs 68,700 as penalty from the traffic violators,  mostly from bike riders. 26 traffic violators were also challaned to the court.

During two days MV checking drive 34 vehicles without number plate were detected.  280  riders were found without helmet and there were 15 Triple  riders and 9 vehicle owners without driving licence.

Earlier, prior to the  checking drive the City police had  given  one week time to keep up to date vehicles documents like RC book, driving licence, number plate and all two wheelers riders were also asked to put on helmet and to avoid triple riding.

Strict MV checking will continue within Papumpare district till all the violators are checked completely. All OCs of Papumpare have been directed to seize all vehicles without registration/without number plate and has directed to arrest all Drivers without proper driving licence and book under appropriate section of law, according to an official release.

 

Officers from education department inspects school

ITANAGAR, Jul 25: A team of officers from education department made a surprise visit to the Govt. Secondary School, RGU campus, Rono Hills, Doimukh on July 22 last. The team comprised of joint director Mohan Rina, DDSE establishment Moto Nyuri, DDSE-general Moran and director elementary education Bodong Yirang.

The officers inspected the class room and interacted with teachers and students. They also tasted the Mid Day Meal before it was served to the students.

 

GIFCC extends solidarity to IFCSAP

ITANAGAR, Jul 25: Galo Indigenous Faith and Cultural Council (GIFCC) has welcomed the submission of memorandum to Chief Secretary of Arunachal Pradesh by Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) regarding the implementation of minority packages under the ministry of Minority Affairs in Arunachal Pradesh.

In a release, GIFCC stated that “One can not get double benefit rather one can get either of benefit under ST quota or Minority quota. This point should be taken into consideration while implementing the minority schemes in the state of Arunachal Pradesh.”

The policy and programme of government should be based on preserving, promoting and protecting the indigenous faith and culture of our state.

Further, GIFCC questioned to the state government why not implement the “Freedom of Religion Act of 1978 of Arunachal Pradesh”, which was enacted to protect, preserve and promote the indigenous faith and culture of tribal people of Arunachal Pradesh.

GIFCC appealed to the state government for immediate creation of separate department for tribal affairs, for the proper implementation of policy and programme under ministry of Tribal Affairs in the state of Arunachal Pradesh.

PIL filed against Siang Upper stage-II dam

ITANAGAR, Jul 25: In a first of its kind, a group of citizen hailing from East and Upper Siang districts has filed a Public Interest Litigation (PIL) in Gauhati High Court Itanagar permanent bench against proposed Siang Upper Stage-II dam on river Siang at Upper Siang district. On 17th of this month, the PIL was filed by one Karunath Pazing and others seeking halt of Siang Upper Stage-II dam.

Judge MR Pathak after hearing both, the counsel of petitioner and state government ruled that state government along with chairman/managing director NEEPCO Ltd. Shillong shall apprise the court with regard to the provisions that they will take for safety of the dam and safe discharge of water from the power generating station.

“This information is needed so that people living in the downstream and nearby area are not affected by the flash flood from release of water from the said dam to be constructed,” ruled judge Pathak.

Meanwhile Siang People’s Forum (SPF) has expressed serious reservation over signing of MOA between state Govt and NEEPCO for construction of Siang Upper Stage-II.

In a release SPF general secretary Oyar Gao stated that there will be no compromise with land and nature of Siang. “We whole heartedly support Karunath Pazing in his endeavour. Nevertheless the law of the country is with him and hope it will edge to a justified judgment for the cause of the indigenous people and larger interest.  We also want to disseminate this message that we aren’t “MAOIST” in any manner but against dam by virtue. We are only in the mission to save our people from a money hungered Govt and Dam mongered corporate companies, and we are the agent of eco-system and the poor people,” stated Gao.

 

 

NHPC staff assaulted, five arrested

ITANAGAR, Jul 25: Capital complex police today arrested five members of Papum Pare Unemployed Engineers Association for assaulting staff of NHPC Ltd Naharlagun.

In a press release SP Capital Nabam Gungte informed that starting from 23rd July one Nabam Tangam Hina, President of Papum Pare Unemployed Engineers Association (PPUEA) along with his associates kept on visiting the residential complex of NHPC at Naharlagun. The association had demanded financial assistance from the company for their trip to Kolkata.

They have demanded huge amount  from the NHPC authority therefore the company official refused to pay their demand. On refusal to concede their demand, Nabam Tangam Hina along with  8 local youths entered into the NHPC compound today at about 11 am and assaulted one Litin Das, an employee of NHPC and misbehaved with the Executive Director and threatened them with dire consequences if their demand is not entertained. On receipt of this information, SDPO Naharlagun along with OC, PS Naharlagun rushed to the spot and arrested the accused. The five arrested are Nabam Tangam Hina, president of PPUEA and his associates which include Chera Naya, Nabam Khoda,  Hillang Kushuk and Hillang Takiang.

A case has been registered vide the Naharlagun PS Case No. 93/2013 U/S 448/333/387/506/34 IPC. The accused shall be produced before the Chief Judicial Magistrate, Itanagar for police remand.

It is to be mentioned that on 23rd of this month Chief Secretary, Commissioner (Home) DGP and the IGP (Law & Order) Govt. of A.P. have reviewed the security scenario of Capital Complex and rest of Arunachal Pradesh. Chief Secretary had directed the law enforcing agency of the state to deal with firm-hand to check the extortion in the name of donation, forceful demand by any individual or by any organization directly or indirectly. Meanwhile SP Capital has appealed to all sections of society to cooperate with the police and should not hesitate to lodge FIR to the police whoever it may be.

 

 

Another minor girl raped in Daporijo

DAPORIJO, Jul 25: Barely three weeks after Bhalukpong incident, yet another rape case of a minor girl has been reported from Daporijo.

This time, the rapist left the victim, a six-year-old girl, in unconscious state after rapping.

The incident came to light when a crowd of people found the girl lying in unconscious state on roadside jungle near Liruk Village, Daporijo on July 23.

Being informed of the incident, police rushed to the spot and recovered the girl with multiple cut injuries on her body. She was immediately rushed to the hospital for treatment. The victim was battling for her life in district hospital as doctor was fighting to stop excessive bleeding from her body, informed the OC.

Daporijo Police arrested the alleged rapist and registered a case (no. 54/13) U/S-366A/376 IPC against him, said Officer In-charge T. Riram.

The alleged rapist Pappu Kodal (23) was nabbed by police on the same day from Forest Colony, Daporijo and detained in custody.

As per information, the victim was last seen with the accused before she had gone missing.

The parents of the victim had lodged a missing report 30 minutes before the victim was recovered and identified.

Meanwhile, a section of  the society, NGOs have vehemently condemned the heinous act and appealed to authority concerned to award exemplary punishment to the rapist.

Tagin Cultural Society and Bagang Abu Youth Welfare Society visited the victims in the hospital and expressed deep shock over the barbaric act.  TCS also met Superintendent of Police and appealed the law enforcing authority to award the rapist exemplary punishment as per law.

TCS claimed that illegal migration of people from outside the state to Daporijo was one of the major causes for the rising incents of crimes in the town.

It urged police for proper checking of ILPs in the check gates to prevent people from outside the state sneaking into to the district without valid ILPs.

 

 

SUMA to continue fight against PRC to

non-APST, minority scheme in state

ITANAGAR, Jul 25: The Students Union Movement of Arunachal (SUMA) today announced its resolve to fight against any move to grant citizenship to Chakma-Hajong refugees in Arunachal Pradesh, PRC to non-APSTs besides minority status to indigenous tribal people of the state.

The SUMA also raised its voice against introduction/formation of Arunachal Pradesh unit of  Naga  People’s Forum and  called for streamlining PDS.

Addressing the media persons here at  Arunachal Press Club today, SUMA president Biri Tabing said that it would fight tooth and nail against any forces which are supposedly working in favour of granting citizenship status to Chakma-Hajong refugees. Criticizing the reported formation of Arunachal Pradesh Chakma Students Union and its open declaration that “citizenship  are going to be granted at the end of this month”  Tabing urged the Chamka to immediately delete/omit the word ‘Arunachal’ from its nomenclature as they are staying as refugee in Arunachal Pradesh.

Coming down heavily on the AAPSU for its reported opening of ‘political dialogue’ with the refugees, the SUMA president vehemently opposed any move to grant citizenship to Chakma-Hajong refugees.  

Opposing any decision on refugee issue by an single organization like AAPSU, Tabing said Chakma-Hajong refugee issue is a serious one; it needs involvement of all prominent organizations and intellectuals and people of effective area of the state.

Vehemently opposing any move to grant citizenship to Chakma-Hajong refugees, SUMA convenor Pebo Gyadi also blamed AAPSU for opening dialogue reportedly for granting citizenship to Chakma-Hajong refugees. He asked the Chakma students to drop the word ‘Arunachal’ immediately from its nomenclature.

Speaking to mediapersons on the topic - “PRC to non-Arunachalee’, SUMA general secretary Unti Umbrey highlighted the movement being carried out by their organization against this move since March last month. SUMA had already successfully organized rally against PRC to non-APST in various places of the state including Tezu, Aalo, Namsai and Itanagar, Umbrey said.

Opposing the formation of  Joint Higher Power Committee (JHPC) with MP Takam Sanjoy as its chairman, Umbrey  demanded resignation of  Sanjoy as its chairman saying  the decision for formation of such joint committee was taken arbitrarily.  Umbrey said the committee should be reconstituted if necessary.

Informing that a good number of 731 non-APSTs have already been allotted land at Tezu, SUMA president Tabing demanded cancellation of the same and implementation of the Bengal Eastern Frontier Regulation Act of 1873 for safeguarding the interest of indigenous people of the state  and  scrutiny of inner line permit in Lohit district.

Expressing concern over the implementation of  minority package  in the  state SUMA speaker T Gab disclosed that the minority schemes have been implemented  in the state since 2009  when Dorjee Khandu was chief minister.  He further said initially 7 districts of the state were brought under the minority package and  now 12 districts have been included under the  minority scheme, which, he said, created concern.

Gab claimed that the minority scheme has created division within a family, society and state as a whole.  The scheme has posed threat to the indigenous scheduled tribe, the SUMA speaker further said  and added that some indigenous people have surrendered their  ST certificates to take benefit under minority schemes within a family. The SUMA members including its president Tabing are of the opinion that the minority scheme is not applicable to the tribal state like Arunachal where all indigenous people are taking benefit under ST status.

On reported formation of NPF Arunachal unit with an Arunachalee as its working president, SUMA president Tabing  questioned the motive  behind formation of such platform in Arunachal. Expressing serious concern over the present fiscal status of the state and prevailing corruption, Tabing claimed that major chunk of non-plan fund has been drained out for payment of PDS bill pending since 2007 to 2010. Tabing put emphasis on much public awareness on the PDS.  Meanwhile, SUMA decided to hold a  interaction session with NGOs and intellectuals on  burning issue of the state here on  July 28.

 

 

The season of rape !

As I leave my office premise late at night, someone accompanies me till I get my ride home. And this is the routine that follows everyday.

In another instance, a person, during a casual conversation, when another  cautions me not to drive two wheeler late at night, tells me, “being a woman that too driving a two wheeler late at night, you definitely would not be spared,” with that mocking smile on his face.

Both the situations are symbolic of the many recent incidences of sexual assault or the better known rape that has been happening in various parts of the state.

Ironically, it has been making a lot of news at a time when the world, especially the womenfolk’ talk of empowerment and gender equality.

Today’s women are empowered, they say, who are walking towards a sovereign world that is free from all the prejudices. But when it comes to rape, or for that matter even molestation, gives out a total different perspective of what women are actually perceived to be by most men. The rapes that are occurring with alarming regularity must compel us to reflect upon who we are as a society.

It no longer helps being an empowered independent woman and being aware of one’s basic rights, when it comes to hearing about the incidences of rape that has been happening almost on a daily basis.

India’s literacy rate which has increased from 64.83% in 2001 to 74.04% in 2011 and our very own state with its literacy rate at 65.38%, it would be perhaps wrong to say that better education and development, will cure the rape epidemic. Most of the incidences of rape are reported from the major cities.

It is the mindset that needs to be changed. As long as women are tagged as weaker sex, violence against women would not stop. At a time when the world is enjoying equal status with women being at par with men, women are still addressed as the weaker sex. The terms - vulnerability, fragility - has often described women.

The problem lies in the double standard mindset of the people who are yet to come to terms with the fact that men and women are equal.

We need to make efforts to create a society where women and girls can live lives free of all forms of male violence. In addition to the change in the outlook that will start seeing equal opportunities for both, zero tolerance by the state authorities for violence against women would help a lot in carving the menace.

 

 

Erosion poses threat to Rina hydel project

PASIGHAT, Jul 25: Continuous erosion at left side of the forebay (reservoir) tank of 2 MW Rina hydel is posing serious threat to the tank and power house at its downstream.

Rina hydel project, which supplies electrical power to parts of Nari Koyu, West Pasighat (Ruksin) and Pasighat assembly constituencies is the main source of power for the people of these three constituencies.

But, the hydropower authority, pretending paucity of fund is not properly maintaining the project. It is reported that turbulent Simen river (water source of the project) flowing down the reservoir is posing threat to the tank by eroding its right bank.

Newly elected Koyu ZPM, Takir Kakki along with the Assistant Engineer (hydro) Domar Ete and other officials recently visited hydel project site and took stock of the risky situation. He has demanded the MLAs of the area to initiate early anti-erosion measure to save Rina hydel from the grip of erosion. He also requested the minister concerned to take up the issue on priority.

The team also visited Forest Beat Office (T) at Korang and witnessed its pathetic state. The ZPM informed that Korang beat office set up 20 years ago is presently in a deserted state. Running for a period of ten years after its establishment, the forest office has become almost defunct. It is lying without man and equipment for the last six years thanks to the utter irresponsibility of the higher ups of the forest department officials. Moreover, Koyu forest check gate remains open round the clock to facilitate indiscriminate collection of cane and bamboo besides free carrying of timber and other illegal activities.

Expressing his concern, ZPM Kakki has demanded the state forest department to appoint an Additional Conservator of Forest in order to protect the forest resources as well look after the forest related activities in vast Nari-Koyu area.

Kakki, a former BCC President of Nari-Koyu, has been moving the authority concerned for early installation of BSNL Mobile tower, protection of forest wealth and to appoint adequate number of teachers in the schools of the area.

The Koyu-Korang area falls under Nari-Koyu constituency. The local MLA Tako Dabii, during his recent visit to Koyu-Korang area strictly urged the forest officials to stay at their respecting posting places. But nobody is listening to the MLA's direction.

 

 

Arunachal map goof: New textbook panel soon, minister says

MUMBAI, Jul 25: Terming the omission of Arunachal Pradesh from the map of India in the 10th standard geography textbook as serious, school education minister RajendraDarda said a new textbook subject experts' panel would be appointed within one-and-a-half months.

"This was a serious lapse," the minister said in the state assembly after BJP MLA Sudhir Mungantiwar, during question hour, drew his attention to the gaffe and sought to know what action has been taken on the issue.

"We have been informed that there was error in only one of the nine maps and it was due to technical reasons," Darda said.

"We will appoint subject experts in the panel so that such a mistake is avoided," he said.

Responding to the demand for lodging a police case, Darda said an FIR would be filed in the matter.

Mungantiwar also demanded that those responsible for the goof up face an offence of treason, to which the minister said law and judiciary department would look into it.

In a major gaffe, the north-eastern state was omitted from the map of India in the textbook, printed by Balbharti, bureau of textbook production, and used by more than 15 lakh students affiliated to the Maharashtra State Board.

The erroneous map showed Arunachal Pradesh as not only "missing" from the country's territorial domain, but also as being part of Chinese territory.

The state government had sought a clarification from the chairman of the Maharashtra state board of secondary and higher secondary education.

Earlier, the minister had informed the state legislative council that the Board had terminated the studies' committee for geography and some other subjects. PTI

 

 

138 Bn CRPF celebrates Raising Day

ITANAGAR, Jul 25: The 13th Raising Day 138 Battalion CRPF was celebrated at its Unit Headquarters Senki View here yesterday with various program and much enthusiasm.

Few fruit bearing and medicinal plants were planted in the unit premises as part of the celebration. Various stalls were put up in the mela ground and sports activities organized in a grand manner.  

Addressing the gathering on the occasion, Ram Krishan, Commandant of 138 Bn informed that 138 Bn CRPF was raised on July 24, 2000 at Durgapur, West Bengal under the Adm. Control of IGP of Eastern Sector and DIGP of Durgapur Range.  

Presently 138 Bn, CRPF is deployed in the six districts, namely Papum Pare, Lower Sunbansiri, Upper Subansiri, East Kameng, West Kameng and Kurung Kumey in the western part of the state.

The unit was awarded Best Battalion trophy of Eastern Sector for the year 2010.

In the evening, a cultural programme was organized by the unit personnel and students from various schools of Itanagar, including Don Bosco, Vivekananda Kendruya Vidyalaya, Elizier school etc.

About 1000 people enjoyed the programme.

 Earlier, Surjit Kaur, wife of Ram Krishan, Commandant of the Unit inaugurated the colorful Mela.

Disaster sensitization programme for APP lady constables and women self-help groups held

KHONSA, Jul 25: One day disaster awareness programme for the lady constables of APP and women self-help groups of Khonsa was organized at Khonsa by the Disaster Management Cell Tirap.

Around 100 ladies participated in the programme. The organizer DDMO Khonsa told the participants that ladies are more vulnerable to disaster then men and since they are the caretaker of the house they have bigger responsibility to safeguard the house from any mishap and to educate the children and other family members about disaster preparedness.

Dr. AmingYirang, MO from district hospital Khonsa imparted the basic of First Aid techniques through power point presentation along with practical demonstration.

Power point presentation on Dos and Don’ts and preparedness and mitigation measures for various types of disaster was presented by DDMO Khonsa. Leaflets of Dos and Don’ts were also distributed to the participants on the occasion. DIPRO

 

 

DRDA governing body meeting held

DAPORIJO, Jul 25: The 32 governing body meeting of district Rural Development Agency, Upper Subansiri, Daporijo was held yesterday at the Rijo Conference Hall. The meeting was chaired by the Zilla Parishad Chairperson Sushil Nalo and attended by the DC cum CEO Tahang Taggu, Project Director Sode Potom, Zilla Parishad Members, Anchal Chairpersons, HoDs, BDOs of the CD Blocks, DRDA officers and officials.

The meeting was organized to review the annual performance report 2012-13 and for the presentation of draft annual action plan (AAP) under SGSY for 2013-14. The Governing Body also approved the draft AAP (2013-14), the DRDA Admin. Budget and appointed chartered accountant for 2013-14.

Sushil Nalo, while addressing the house, stated that although the government was bestowing funds under developmental packages in the district, no tangible achievement was noted so far. He urged the PRI members to strive towards creating new assets during their term. He informed the house on other schemes of the government like MSDP, NRLM and RGPSA and said that efforts were on to bring the whole district under these schemes.

Nalo requested the PRI members and govt. officers to work together to strengthen the Panchayat and to create infrastructure for the convenience of the public. He further advised that assets should be created at proper places so that it can really be used by the public and not for the convenience of the contractor.

DC Tahang Taggu said that the meeting was a platform for the discussion of the achievements, drawbacks, shortfalls of the projects being implemented by the DRDA and urged the PRI members to voice their appreciations or criticisms if they had any, so that no future problems and complaints arise. He stressed on the need for proper awareness creation amongst the masses about the schemes so that it truly benefitted the needy and improved their economic status. This in turn would encourage the people to stay in the villages and rural areas and stop migration to the congested urban areas and towns, he added.

Citing the example of some places in the state where excellent assets had been created by the panchayats, he urged the PRI members to do the same in the district. He also cautioned them that schemes should be implemented properly as timely checking; monitoring and vigilance would be done.

PD S Potom  presented the administrative budget and informed the house about the dedicated work being done by the DRDA employees despite not receiving their salaries for the last eight months. The house expressed their concern over the issue and urged the government to look into the DRDA employees grievances. DIPRO

 

 

IV Donli Riba Gaming Quest for PES 13 and Tekken 5 to begin on 12 August

ITANAGAR, Jul 25: The 4th edition of the state-level video gaming tournament organized to commemorate the death anniversary of young musician Donli Riba, will he held at Naharlagun on August 12 and 13.

The tournament, named Donli Riba Gaming Quest, will be played on the PlayStation platform and will feature two parallel challenges; Pro Evolution Soccer 13 in the Open Category and Tekken 5 in the Under 12 category, which has been created with a view to give equal opportunities to young children to compete. With a prize money of Rs. 12,000 for the winner in each game and Rs. 9,000 for each runner-up, along with trophies, there is a lot of excitement amongst video gamers. To serve as further incentive, there is also a trophy for the highest scorer.

In the three years since it was begun, the tournament has clearly emerged as the premier gaming tournament of the State and has been attracting a lot of young talent, eager to showcase their skills. While gaming has mostly been seen as a wasteful pursuit, the organizers have taken up the cause of the tournament to give young people a chance to show their skills in these two games, considered challenging by gamers. Through the annual tournaments, there is a very conscious effort to remove the negative image of gaming and gamers and legitimize its image as a sport as it is internationally recognized, said the organizers in a release.

"We are expecting more than 500 competitors this year, as the reputation of the tournament has grown over these years and we get a lot of enquiries", it said.

This year, in addition to the tournament, the event will also witness film screenings and interactive sessions that will create awareness on the dangers of smoking and of chewing guthkha and tobacco and also on substance abuse.

The participation forms for the gaming quest will be available at Nokia Priority Dealer, Itanagar, Oasis Gamezone, Naharlagun and Galaxy Pharmacy, Nirjuli.

Donli Riba is the grandson of former Chief Minister Tomo Riba. The tournament is a way to celebrate the positive spirit with which he fought his illness and to promote optimism in youth.

 

 

‘Create conducive atmosphere for construction of  Malek-Bomjir bridge’

ITANAGAR, Jul 25:  An emergency meeting between the Adi Baane Kebang (LDV District Unit), the Adi Cultural & Literary Society , Roing and the senior leaders of the Adi Community of Lower Dibang Valley District was held today in response to the press release made by the Navayuga Engineering Company Ltd on some local dailies on July 20 last.   The apex body of the Adi community (ABK & ACLS) and senior leaders of the district after gathering information about July 19 incident in which members of Dibang Adi Students Union (DASU) allegedly manhandled Navyuga employees condemned the incident in strongest term.

They demanded unconditional apology from Nun Pertin, President DASU and Tom Gamno, Vigilance Vice-Chairman, AdiSU on behalf of their union to the affected company. While showing solidarity with the NEC Ltd., the apex body and the senior leaders also sought to punish the defaulters suitably as per the law.  They urged upon the local administration to dispense proper justice and provide adequate security force to evade any untoward incident in future.

The house further opined that bridging the road communication gap of Dambuk ADC Headquarter with rest of the world is a long felt necessity of the people. So, creating a conducive atmosphere for construction of the Malek-Bomjir Bridge is equally the responsibility of the local people. Any action intending to delay the construction works of the Malek-Bomjir Bridge shall not be tolerated by the ABK & ACLS.  Hence, no NGO, Union or any self-styled organization and individual has the right to interfere in the internal matter of the company under any pretext. If anybody tries to interfere in the company’s internal matter unless sought for by the company shall be viewed seriously and action will be taken by the local community bodies, the house resolved.

However, all the members of the house refuted the NEC Ltd’s allegation that local elements including politicians, contractors etc are not allowing work to progress at Dibang River Bridge Project. Rather the members, without offence to none, have observed that the incidence with the DASU on July 19 is the first instance of its kind and no official report as alleged have been received so far. It was also felt that maintaining good Public Relation with locals is a priority for all professional companies and so as a professional organization/company, the NEC Ltd must also garner goodwill from targeted people through personal consultations, publicity and other non-paid forms of communications. The local leaders of the district expected to get such noble gestures from the company in future, the house resolved.

Later, Mibom Pertin, President ABK (LDV Unit) along with Kirpa Pertin, President ACLS, Roing, Abu Saring, Secretary ABK (LDV), Senior Leaders Golo Saring, Akak Lego and Israel Megu submitted a copy of the resolution to the Deputy Commissioner, Lower Dibang Valley District, Roing.

The Deputy Commissioner of the district, Shiv Kumar, said that he was shocked to read the news where NEC Ltd has alleged that the district administration and the state govt had not taken any action despite repeated complaints. He said that he had not received any such complaint from the company before and instead he felt that the company should have approached the district administration first before going to public domain.  However, he informed that the company has been told to continue its construction work at Dibang River Bridge Project and some security personnel has been placed at the Project Site.  He further said that such kind of act if repeated in future will be dealt with firm hands. Tourism a game changer: Sona

BOMDILA, Jul 25: Arunachal Mountaineering & Adventure Sports Association (AMASA) under the aegis of the District administration conducted Adventure & Youth Leadership Training Programme at Bomdila.

Attending the valedictory function Parliamentary Secretary for Tourism Pasang Dorjee Sona gave a clarion call for development of tourism in the state.

Terming Tourism a game changer for a state like Arunachal which has been bestowed with all the nature’s beauty and potentials that one can think of for exploration and development of tourism, Sona called on the youths to actively participate in such training programmes and to take fullest advantage of the same.

He informed that, impressed by the performance of the Arunachal Tourism department in the first edition of the International Travel Mart (ITM) held at Guwahati, the Ministry of Tourism, GoI, has asked the state government to hold the second edition of the ITM at Tawang; which is the most sought after tourist destination in the whole of the state and added that the need of the hour would be to re-affirm ourselves on hospitality, neat and clean and a healthy surrounding.

Further with a sense of responsibility Sona acknowledged that several Tourism projects in the district and the state were executed mindlessly. He urged the Deputy Commissioner to take up and recommend feasible projects only through the District Level Tourism Development Committee (DLTDC) for consideration at the state level.

Deputy Commissioner AK Singh congratulating AMASA and the trainees who successfully completed the training  programme, called for other such programmes and youth leadership trainings in days to come and hoped that such activities would go a long way in paving the right path for  the youths of today who are prone to vices.

He informed that the 21 days Adventure & Youth Leadership Training Programme at AMASA Rock-field for the 40 youths consisting of 26 boys and 14 girls was sponsored under BADP for an amount of rupees five lacs. He urged the Parliamentary Secretary to consider developing the AMASA Rock-field at Bomdila into a full-fledged institution in line with that of the National Institute of Mountaineering & Allied Sports (NIMAS) at Dirang in the district.

Earlier, ZPM Tsering Sonam who also is the President of the West Kameng Indigenous Peoples’ Society (WKIPS), opined that such training programmes are a must along with bookish knowledge and that, such activities would facilitate shaping the upcoming generations to men with vision, knowledge and will.

AMASA President Tsering Wange dealt at length on the origin and activities of the association and on the present training programme held for the youths. He also plans to take on youths from other districts of the state for such camps in the near future.

Later, PD Sona, AK Singh and Tsering Sonam honored the Best Trainees and also felicitated the Instructors; one of whom was Everester Nima Lama of the district. They also felicitated all the 40 trainees for their successful completion of the 21 days training programme.

AGSU raises Arunachal dam issue at Shillong consultative meet

ITANAGAR, Jul 25: All Galo Students’ Union (AGSU) team led by Reken Ingo attended the two days consultative meet on mega dams organized by North East Dialogue Forum at Shillong, Meghalaya on July 23 and 24.

While addressing the meeting, Reken informed about reckless signing of MOUs and MOAs with various power developers for construction dams in Arunachal Pradesh by the State Government without observing any formality with clear violation of UN Declaration of Indigenous Rights.

Informing the number of hydro-electric projects that are coming up in Arunachal Pradesh, he informed that the state government has signed a more than 150 hydro-electric power projects with different power developers out of which more than 15 projects are going to be constructed at Siyom and Yomgo Basin.

“Right from Kamba ADC headquarter circle to Nyiko-Bango including Aalo township is predominant by the indigenous tribe Galo. But it is surprised to know that how the state government has executed the MOUs and MOAs without any knowledge of the indigenous population living in the downstream of the proposed projects, Reken said and sought the suggestions on legal aspects of the issue.

Informing that NE including Arunachal falls under most seismically active Zone V, he presented the data of past mega earthquakes experienced by the people of the region through Power-Point presentation.

He also informed that about 15-20 dams are proposed to be built in one of the highest seismically active area and an earthquake measuring more than 7 in Richter scale may trigger catastrophe.

He also informed that 99 percent people of Yomgo-Siyom will badly affected by the dams, if implemented since they are fully dependent on agriculture activity only. It will also affect the eco-system, bio-diversity of the area.

Representatives from Bangladesh, Abu Raihan M Khalid, Advocate Supreme Court of Bangladeh and Rowshan Jahan Moni, Deputy Director, Association for Land Reform and Development (ALRD), presented a Power-Point presentation on various dams coming up in North-East India with special reference to Tipaimukh Dam in Manipur and dams in Arunachal Pradesh. They expressed concern over negative impacts of mega dams on the people of Bangladesh since the country shares a 54 lower riparian trans-boundary river with India and coming up of many big dams in NE region would badly affects the livelihood of Bangladeshi people.

The two days meeting was attended by representatives from various organisations, including Centre for Social Development, Manipur (CSD), Citizens’ Concern for Dam and Development, Manipur (CCDD), Social Action Development Organisation, Manipur (SADO), Society of Activist for Forest & Environment, Cachar (SAFE), All Galo Students’ Union (AGSU), Siang Bachao Federation, Arunachal (SBF), Committee on Peoples & Environment, Silchar (COPE) and Association for Land Reform and Development, Bangladesh (ALRD).

Know Your Responsibilities And Not Only Your Rights

Gone are the days when the villagers used to clear miles of village paths leading to the agricultural fields, rivers, water sources and so on so forth in the not too distant past on self-help basis. They used to construct teachers’ quarters and school buildings without asking a penny from the government. They felt pleasure in doing social service in the interest of their community. The government was not allowed to get involved at all. It used to be done on community basis and on a regular basis. Today, this community work is truly dead. The villagers have been so mollycoddled by the elected leaders that even for construction of their own toilet they demand funds from the government. They are not willing to do anything sans sanctions from the government. This spoon-feeding culture is annihilating another age-old culture,  the spirit of community work in the villages. Today, the same villagers who were always willing to do anything for their villages free of cost tend to demand government sanction even for petty jobs in the villages. The countless CC steps  in the villages are causing more harm than good because they are not laid properly. They become slippery and dangerous during rainy seasons. The traditional CC steps were much better and were easy to make without spending a single penny.  Things have come to such a pass that for every single peccadillo or misdemeanor the people criticize and blame the Chief Minister and the government. The people must realize that the Chief Minister is as good as the people. The HCM is like the cricket captain. The captain is as good as the players. The captain alone cannot do anything if the other members of the team do not perform. The wearer knows where the shoe pinches. The Chief Minister must be doing his best to ensure that he leaves no scopes for complaint but everything does not go as we plan. We often falter.  He must also be having constraints which we must appreciate.

It is seen that the private individuals in the districts and the state capital construct houses, garages, private roads flaunting all rules if any with impunity thereby blocking the drains. Now, should they blame the HCM and the government for this too? In Arunachal Pradesh all the districts and the capital are crisscrossed by numerous streams and rivulets. The people have illegally established colonies on both the banks  of these streams creating irreparable damage to the streams and causing landslides every year. In fact, most of the disasters in our state are man made. Now, again, should they blame the HCM and the government of the day for this too? They leave the bulbs glowing brightly in the offices and other public places day and night. Some government employees leave the bulbs around their quarters switched on for months together when they go on leave ostensibly to scare away the thieves. The water tapes in offices, schools and public places are left open allowing the precious water to flow merrily. Now, do we have the right to blame the HCM and the government for this? We must admit that we lack civic sense totally. However, we are adept at training our accusing fingers on others. But please remember, when we point a finger at others there are three fingers pointing back at us. Of course, the thump finger that represents the gullible public is always confused and oblivious of what is going on. Let us not derive sadistic pleasure from accusing the government for every petty matter. Let us think in what way we can contribute our mite to build our poor state vibrant, strong and self-reliant.  Let us seriously follow what John F. Kennedy said, “Ask not what your country can do for you-ask what you can do for your country?” In this case our state Arunachal Pradesh.

Arunachal Pradesh with its myriad sensibilities, a cacophony of cultures, a multiplicity of faiths and dialects, one never knows who will take offence at what.  Sadly, some people have the uncanny knack of criticizing the government without any basis and without going deep into the issue[s]. They always tend to have a pedestrian attitude and grizzle or complain about everything. This is surely not going to stand them in good stead in life. Being the eyes, ears and mouth of the government my bounden duty is to provide correct feedbacks to the government for which I am paid. So, please do not complain that my present article is heavily loaded in favour of the government. Having said that I have always stood by my view that the state government may have bitten off more than it can chew vis-à-vis mega dams in the state. But this problem was handed down to the present HCM by the former CM late Dorjee Khandu. In fact, most of the problems are inherited ones. So, blaming Nabam Tuki holds no water. The burning issue of PRC is another fiasco the state government could have done without. But again no body is infallible. We should not be looking for the chinks in the government’s armour but help the government in plugging the loopholes and the shortcomings if any, after all it is our government.  Our defeatist tendency and lack of belief in our leaders are, I believe, the main reason for the success of failure rate of the various development schemes in the state. We need to shed our smallness , come out of the cocoon of self-made miseries  and look at the wide world outside which is full of avenues, opportunities and possibilities. No doubt our state is passing through a critical phase of transition. But let us remember, the darkest hour is  nearest the dawn. Today, there is a sense of promise in the air that our state shall soon assume it’s legitimate place and unprecedented prominence in the emerging scheme of things. What is required is that we should be receptive to the policies and programmes of the government.

The bandh culture is another nemesis that has the potential to cripple the state permanently. The various organizations in the state must look for mutually rewarding means of protest  to reach mutually agreeable solution and that the bandh call should be the last resort. There are array of dispensation channels other than the dreaded bandh through which differences can be hammered out.  Yes, the law and order is a cause for worry in our state. But the pertinent question is, when was our state peaceful? Blaming the government alone will not serve the purpose. The citizens will have to be conscious of their responsibilities too. The few hooligans should not be allowed to hold the state to ransom. They say the only thing necessary for the evil to triumph is for the good men to do nothing. Another episode that was easily avoidable was criticizing the Political Secretary to HCM Bamang Tago. I think he is doing his job. We could have done the same in his place. Some people were even very personal in attacking him in various social networks. Today, Tago is in this position by dint of his hardwork and acumen. We must appreciate that. More over, how can one forget his contributions through his NGO ACR before he had even occupied this coveted position? They say ‘the higher one soars, the smaller he seems to those who cannot fly.’ Instead of criticizing Tago, let us learn from him how to shine in life.  Another unfortunate trend in  our state is blaming the elected leaders for everything. They have become so dependent on their leaders that they even demand hard cash for building houses, medical treatment, marriages, naming of their children and for all kinds of celebrations. But after doing all these also they blame their leaders. If they have some better ideas for the development of their areas why don’t they share with their leaders? The leaders don’t have that magical wand to wave away all the ills in the society. The public has to play a pro-active role. In case they don’t like a particular leader then they should vote him out instead of criticizing him. Here, it is worth-mentioning that the WRD Minister Newlai Tingkhatra has brought about a sea change in his constituency, especially Kanubari Township. Infrastructures like roads, buildings, etc are in place and most of his workers are engaged in the permanent venture-tea cultivation. Kanubari is today, one of the fastest emerging model Towns in our state.  Some unsung heroes indeed exist against the backdrop of the chaotic ambiance.

Let us say no to spoon feeding culture, let us extend our fullest co-operation to the government in the supreme interest of our young state. Let us stop the blame game which we all seem to love. The HCM is only human and he is bound to err. The onus is on all of us to build our state and not on one person alone. Rabindranath Tagore said, “I slept and dreamt that life was joy. I awoke and saw that life was service. I acted and behold service was joy.”  Together we can. Stop blaming and start working. Some may say that  I am overtly eulogizing the government which is wrong. The fact is I am only articulating the facts. Why so much hate?

I am from Arunachal Pradesh and I am proud of this lovely land. I could try and write but Arunachal is not a story that can be told, it is an experience, ever evading the clutches of words. Ever mysterious and ever elusive. Words are but wind.

I don't intend for this piece to become an article for the Tourism Department (although they could use a good writer for their advertisements). What I want to address is the recent "refugee" crisis because of which everyone has been going ga-ga over. I have said it many times and I say it again, I am not a very politically wise person. My little talents range from making my parents angry, running extremely fast when ex-girlfriend is in sight and.... a little bit of writing. I cannot comment much on the "refugee crisis" as I possess neither the information nor the political eye. I don't know if it is right to chase them away from their homes or to brand everyone with the same tag of ‘outsiders are trying to get a PRC' but I do know what is wrong. I know that it is wrong to call them names, I know it is wrong to post articles on facebook which could ignite communal fights, I know it is wrong for a man to hate another man because of his birth into a community and I know, no, not only I but even a five year old kid knows that it is wrong to hate without reason.

Over the weeks I have been reading in Facebook comment after comment filled with such hateful messages. “Kill all the "Harings", "Chase away all the Tibetans”, “Burn the houses of all Nepalis"...... it broke my heart. I thought to myself, is this the Arunachal I am proud of? Is this the Arunachal whose statehood we celebrate every year on 20th Feb.? No it could not be. No I am not in support of issuing PRC to outsiders, no I am not in support of the Tibetans getting ST certificates illegally but neither am in support of the violent methods and hateful slogans. There is a way of saying and doing things. If Tibetans are getting ST certificates that means the administrative office is to be blamed, if the Chakmas and Hajongs are getting PRC then it is the law making bodies who are responsible. To the brothers and sisters who want to chase and kill all the 'harings' and 'Tibetans' I say, no, I pray not to be so hateful, the world is a bloody hateful place already. Show some love and please for the love of the good lord please exercise the education your parents have bestowed upon you and to the brothers and sister who want to burn all the 'nepalis', I say, no. I inform, ' Nepali' is a language, the people of Nepal are called 'Nepalese'.

When I was browsing through the hateful comment in social networking site Facebook I made some comments, asking them to act like civilized people. I got back some really interesting replies. Three Adi boys thought I had a Tibetan girlfriend, hence my sympathy. Three Apatani brothers, two Tangsa brothers and a very angry Nishi brother warned me if I supported the 'harings' 'mera liye achha nai hoga'. I tried to tell them that I was not supporting the Non-Tribals but in vain. Problem was I did not understand much of their English and I am very bad when it comes to reading Hindi when it is written in English alphabets. So I gave up.

I lived in Bangalore for more than three years. I never understood why I could not walk 50 mtrs without being called a 'chinky'. Now I know why. It was never me, it was them. The people who could not understand or love their brother because he looked different and was from another place. I only pray that Arunachal does not become that place or else I will not be able to say " I AM PROUD TO BE AN ARUNACHALEE ".

Nari faces encroachment threat from neighbouring state

Dear editor,

Through your esteemed daily I would like to request the honourable MLA of 36-nari-koyu a/c to take bold and urgent steps to save Nari town from further encroachment. If we obey the status quo order given by the Supreme Court, then we would be making big fool out of ourselves.  Assam Govt is not obeying it and taking benefit of our obedience. In my recent visit to Nari after about six months I was surprised to see the construction of massive RCC School building about 300mtrs away from Arunachal boundary. Moreover Assam people have donated huge area of boundary area for establishment of Tezpur central university campus. Isn’t it too much? So I request the HMLA to take up the border issue at Supreme Court urgently and at the same time construct permanent govt. establishment at the arunachal side (lumpo village) of the border as early as possible. Otherwise every year we are losing huge area of land to Assam.

Power cut disturbs student most

Dear Editor,

Through your daily newspaper, I would like to say some words to capital power department.

I know there are always problems during work hour but it seems in our capital when power goes at night, it appears next day only. It seems power dept official correct problem only next morning

Whole night goes dark. The electricity problem is serious concern for students more so for science student. The constant power cut disturbs the concentration of students. Wish, someone take action in this regard.

Gender equality and food security

Labor and land ownership laws throughout the Asia-Pacific region must change if women are to reach their full potential as farmers and food production workers, says a new report prepared jointly by the Asian Development Bank (ADB) and the Food and Agriculture Organization of the United Nations (FAO).

"Removing the barriers women face in their roles as food producers, farm workers, and primary caregivers is achievable and inexpensive," said Lourdes Adriano, Practice Leader for Agriculture, Food Security & Rural Development in the Regional and Sustainable Development Department at ADB. The report, Gender Equality and Food Security - Women's Empowerment as a Tool Against Hunger, is authored by UN Special Rapporteur on the Right to Food Olivier de Schutter and takes an in-depth look at women's role in food production, nutrition, and access to food in the region, and the steps needed to remove the barriers facing them.

Worldwide, around 60 per cent of undernourished people are women or girls, and data shows that giving them access to education and employment opportunities has a strikingly large impact on reducing overall hunger and improving child health and education. However, restrictions on female land ownership, limited access to credit and farm advisory services, and a lack of education hamper women's ability to produce and access more food and earn decent incomes.

An FAO study estimates that closing the gender gap in access to productive resources such as land, credit, machinery or chemicals could eliminate yield gaps of 20% to 30% among women and men, increase domestic agricultural output by 2.5% to 4%, and mean up to 100 million fewer people living in hunger.

Even rural women working off-farm in low-skill jobs in agribusiness face gender discrimination and low wages. To address these problems, the report recommends that policymakers tackle laws and regulations which discriminate against women, particularly in land ownership, initiate programs to boost gender equality in agriculture and the labor market, while updating education and employment policies to be more gender sensitive.
